The
Temporary Regulation for The Gene Transfer Agriculture Products has Been
Published The
Ministry of Agriculture announced the 190th announcement on
11th March 2002 that is the temporary regulation of gene transfer
agriculture products: The foreign company which export gene transfer biology
to China, based on application the security certificate and have security
effective document issued by their country or the third country can apply
the ¡°Temporary Certification¡± to the Agriculture Gene Transfer Biology
Security Administration of Ministry of Agriculture (MOA), and the eligible
company will get the ¡°Temporary Certification¡± issued by MOA during 30
days after their application. The Chinese importer can hold the ¡°Temporary
Certification¡± of the foreign company¡¯ s to transact the entry formality,
and accord to the regulation of ¡ÜIdentification
Administration Measure of Agriculture Gene Transfer Biology¡İ
to identify. The period of validity of this measure is up to 20th
Dec 2002. Before
this measure is published, in the afternoon of last Thursday, the Chief
Agriculture Negotiation Representation who worked in Trade Representative
Office of United States convened the news reception in American Embassy
and announced that China and America has made an agreement for the agriculture
gene transfer products trade. It is nearly in the mean time, the futures
of soybean in the commodity exchange of Chicago rose. Compared
with the <Security Management Regulation of Agriculture Gene Transfer
Biology> and the other 3 measures, the temporary measure will cut down
the time from 270 days to 30 days in order to ¡°keep the usually trade
of agriculture gene transfer products during the application days.¡± The
above announcement is the products of the Chinese delegation that is formed
of Ministry of Foreign Economy and Trade, MOA and the General Bureau of
National Quality and Inspection and the American delegation negotiation.
And before this, several groups from United States have visited China
to negotiate this issue with Chinese government.
